I recommend to setup the camera settings using Windows (yes...I have to recognize that using the ActiveX and IE makes it easier than sending CGI commands...., am I lazy?), but you could setup your camera using CGI commands like:
 
* Setting video resolution:
        QVGA(320x240) -> http://XXX.XXX.XXX.XXX/cgi.cmd?cmd=setqvga?usr=your_user&pwd=your_pwd
        VGA(640x480) -> http://XXX.XXX.XXX.XXX/cgi.cmd?cmd=setvga?usr=your_user&pwd=your_pwd
